July Business Services (JULY), a national provider of retirement plan administration and recordkeeping technology, today announced two senior leadership appointments that sharpen the firm’s focus on growth and innovation. Blake Willis has been promoted to President of Retirement Services, and Josh Bulgin has joined the company as Chief Commercial Officer.
Willis, previously Chief Operating Officer of Retirement Services, has spent years building and running JULY’s core service operations. As President of Retirement Services, he will oversee core plan operations, the firm’s ERISA and technical standards, and advisor relationships, the foundation of JULY’s client experience.
In the newly created Chief Commercial Officer role, Bulgin will lead JULY’s transformation, growth, and commercial strategy, with responsibility for sales, marketing, and the firm’s go-to-market approach. He joins JULY from Concentrix (NASDAQ: CNXC), the global customer-experience leader, where as Senior Vice President of CX Technology he built and ran a global transformation business, owning its P&L, go-to-market, and delivery. This included many of the company’s key commercially deployed AI solutions, delivered at scale with real impact. Over more than two decades, Bulgin has scaled software and services businesses at every stage, from pre-revenue startups to multi-billion-dollar operations, with senior leadership roles at Asurion, Zoove, and Motricity.
Willis and Bulgin will partner closely on the operational evolution and scalability central to JULY’s next phase of growth, pairing deep operational expertise with proven commercial and transformation leadership.
